I'm on novels rather than short pieces but this is what I would look for first and foremost:

#1 is that they have to accept the genre I'm writing. Check out their guidelines to see what they are looking for and do not send things they aren't looking for. (Like, don't send hard SF to a romance mag).

#2 check Predators and Editors to make sure they are legit and not scammers.
