This certainly sounds like an interesting plot. Both your serial killer and Annabelle already come off as well-developed from what little I've read, though the stalker-obsession vibe from the last letter is a plot-device that many writers have already made use of.
In this context, a story comprised solely of documentation could work well, a lá reality-based crime writing. I also don't see the problem with juxtaposing one with the other. Stephen King used a combination of fictional documentation and his own characters' POVs when writing Carrie which worked very well, in my opinion.
